New Rate Structure - May 1, 2020

Your GCCEA board must periodically review electric rates to ensure the financial health of the cooperative.  This past year GCCEA enlisted STAR Energy Services to generate a class cost-of-service study which identifies the actual cost to serve each member class within the cooperative and to generate some rate re-design options that would simplify our billing, create more consistency for the cooperative and our members, and ensure the financial health of the cooperative in the years ahead.

The results of the study suggested LESS revenue be collected in the kWh charge and MORE from the basic service charge (the flat monthly charge that covers the fixed costs to provide service; poles, line, substations, billing, metering, and maintenance are some examples).  It was also suggested to roll the purchase power adjustment into the rate and eliminate it from the bill to simplify and add consistency for members.  The board voted to implement a rate change beginning on May 1, 2020.  This new rate will then appear on your bill you receive in June.  Ultimately this change means a 1.79% increase to overall revenue.  Individual changes will vary based on monthly usage, but the largest average rate increase to a rate class is 2.37%.  We recognize lower users will see a greater increase than the average, but the fixed costs of providing service are not dependent on the volume of usage and should be shared equally among members within a rate class.  

The board also determined that adding an optional Time-of-Day energy rate was in the best interest of our membership.  We now have a metering system that can record the data needed to accomplish this and it give members another rate option.  We will begin the process of integrating data and setting up our billing system to accommodate members who request this rate and should be able to offer it by the end of 2020.  More information will be presented on this optional Time-of-Day rate later on.

Rate decisions are always difficult and taken very seriously.  The board considers the impacts to everyone in this process.  The added consistency and elimination of the volatile PPA from the billing will help stabilize the month-to-month bills.  This new lower $ per kWh rate helps electricity be even more competitive when compared to LP and other fossil fuels and ensures our ability to continue to provide safe and reliable electric service in the years to come.
